This paper comments on different concepts about bilingualism and bilingual education. The author makes a critical analysis on the theory of Hermers and Blanc (2000) and develops the definitions of bilingualism in Mackey’s theory (2000). The article discusses the divergences in the definitions presented and also proposes a broad discussion about the development of bilingual education in Brazil.
